SPHERE conducted an independent third-party validation of Punjab’s primary and secondary healthcare facility revamping project, assessing infrastructure, equipment, services, and project performance across selected DHQs, THQs, BHUs, and RHCs.
SPHERE Consulting conducted an independent Third-Party Validation (TPV) of the Government of Punjab’s PMU project for the revamping and strengthening of primary and secondary healthcare facilities. The assignment involved reviewing project and financial records, assessing progress against approved scope, cost and timelines, and physically verifying infrastructure, equipment, outsourced diagnostic services, IT systems, and the New Management Structure across selected DHQs, THQs, BHUs and RHCs in Punjab.

SPHERE also conducted key informant interviews, staff focus group discussions and patient exit interviews to capture stakeholder and beneficiary perspectives, and triangulated documentary, observational and qualitative evidence to validate reported results. The team applied the OECD-DAC evaluation framework and DGM&E project scoring index to assess relevance, efficiency, effectiveness, contribution and sustainability, culminating in evidence-based findings, lessons learned, recommendations and a final validation report.
